Mark Gross - Founder & CEO

Since 2003, Oak Grove founder and CEO, Mark Gross, has grown a successful business practice serving both the federal and commercial sectors. He has guided the company to numerous achievements including the 2007 DoD Inaugural SDVOSB Achievement award. In addition, Mark's leadership led Oak Grove to be named the 2008 Mid-sized Company of the Year by the North Carolina Technology Association. Before founding Oak Grove, Mark was a U.S. Army enlisted soldier. He continued his public service under the United States Department of Justice (DOJ) Honors Program, Antitrust Division. There, Mark improved relations between regulatory agencies, and was presented the Assistant Attorney General (AG) (Ann Bingaman) Award in 1993 and 1994 and the AG (Janet Reno) Award in 1995. Mark is a passionate supporter of Veterans. He served as legal editor of Veterans Benefits Manual - An Advocates Guide to Veterans Benefits and is active within the NDIA and AFCEA. He is a founding member of the American Legion, National Economic Committees Small Business Task Force. Mark was also selected to serve on the U.S. Small Business Administration's (SBA) Veterans Advisory Committee, advising both the White House and the Congress on issues affecting veteran businesses. Mark holds a Bachelor of Arts degree from The Catholic University of America in Washington, DC.

Moner Attwa - Chief Financial Officer/ Chief Operations Officer

For more than 10 years, Mr. Attwa has planned, managed, and guided companies toward their financial and operational goals. Moner brings a reputation of strategic growth and inclusive leadership to his role as CFO/COO with the Oak Grove team. He is engaged in integrating geographically dispersed teams, streamlining communication across business units, and managing growth as Oak Grove graduates to a mid-sized business. Previously working and consulting for companies that support the State Department, DHS, DoD and other Federal Government agencies has allowed Mr. Attwa to hone his extensive knowledge administering and managing contracts and providing financial management and operational support in efforts to deliver services on numerous IDIQ’s vehicles, GWACS, and Contracts. Some of the larger IDIQ’s he helped support were CAAS IV Contract Advisory and Assistance Services with a ceiling of $4.9 Billion and eFast with ceilings of $2.5 Billion. Moner has managed numerous prime contracts and worked with companies in the executive role that have had revenues in excess of $120M. His financial experience also includes consulting with a large global based asset management group; His understanding of FAR, DFAR, CAS, and his executive support of helping guide numerous companies thru DCAA system audits and Incurred cost submission is vital. Mr. Attwa holds a Bachelors of Science in Accounting from Virginia Commonwealth University and is a Certified Public Accountant (CPA) in the State of Virginia, Maryland, and DC. He is also Certified Fraud Examiner (CFE) and a Certified Global Management Accountant (CGMA). He has received his certificate in government contracting from George Mason University.

Wade Owens - Vice President, Defense and Special Operations

Wade Owens joins Oak Grove Technologies (OGT) following a 26 year career in the U.S. Army as an Infantry and Special Forces officer.  Throughout his career, he served in a variety of command and staff positions from Commander of an Operational Detachment-Alpha in the 7th Special Forces Group to Deputy Commander and Chief of Staff of the United States Army Special Forces Command. 

Wade’s experience includes service in joint and combined organizations as well as multiple combat and operational deployments.  Due to his training, education and experience, he is well versed in operational planning, training management, exercise development, Foreign Internal Defense, Counter-Insurgency Operations, Unconventional Warfare and Multinational Operations.  

Wade holds a Master’s degree in Strategic Studies from the United States Army War College, a Master of Arts in National Security and Strategic Studies from the College of Naval Command and Staff and a Bachelor of Science in Biology from Iowa State University. 

As the Vice President of the Defense and Special Operations division at OGT, Wade leads a team that is committed to providing world class support to our customers.   As a former Special Forces Soldier he understands the critical nature of our customers’ missions and the importance of providing the very best service possible.

David Shellenberger - Vice President, Law Enforcement & National Security

As VP, David sets the company’s strategic direction relevant to Law Enforcement and National Security training. David brings more than 30 years of organizational, management, and Federal Law Enforcement experience to include over 25 years with the Federal Bureau of Investigation’s (FBI) Hostage Rescue Team (HRT) to the company. As a Senior Manager of the Federal Bureau of Investigation, David brings an extensive background in high risk, complex, government, and private sector environments. He is experienced in leading teams to successful outcomes in security, criminal and counterterrorism cases. He has expertise in standing up command centers, tactical operations, state of the art security, leading financial kidnapping crimes, international fraud, and domestic terrorism bombing cases. David has nearly three decades of experience in Federal Law Enforcement Special Mission Units, including service with the FBI HRT. As Unit Chief, David was responsible to the FBI for leadership, training, mentorship and implementation of policies and procedures for the U.S. Federal Law Enforcement’s most elite unit. He served as the subject matter expert on operational matters and command representative on federal law enforcement policy boards. He has been the highest-ranking residing Tactical Commander on several high profile assignments, both CONUS and OCONUS. David has participated in multiple U.S. Federal Law Enforcement operations over the last 25 years. He was awarded the Attorney General’s Special Appreciation Award, FBI’s Medal of Bravery, U.S. Department of Justice Certificate of Merit, FBI Agent Association J. Edgar Hoover Memorial Award for Valor, and the FBI Agent Association Award of Excellence. David holds a Bachelor of Arts degree in Business Administration from Rollins College, Winter Park, Florida. David currently retains a TS/SCI clearance.

Kyle Holmquist - Vice President, Technology and eLearning

As VP of Technology and eLearning, Kyle Holmquist is charged with aligning technology development and corporate strategy to enable Oak Grove to anticipate, shape, and lead major market transitions. He helps direct technology and operational innovation across the company and oversees strategic partnerships, opportunities and acquisitions, the integration of new business models, the incubation of new technologies, and the cultivation of world-class technical talent. Kyle joined Oak Grove in 2014 after more than 15 years leading geographically dispersed, cross-functional teams delivering technology and management consulting, eLearning solutions, IT infrastructure operations, information security, and software development for government agencies. He is recognized as a team player and leader in staff, contract and vendor management who grew revenue while delivering cost cutting solutions to clients. Some of the client agencies Kyle supported included Environmental Protection Agency (EPA), National Institute of Environmental Health Sciences (NIEHS), and the Office of Personnel Management (OPM). Kyle joined the private sector following his retirement as a Major from the U.S. Air Force in 1998. During his distinguished military career as an Operations Research Analyst and Program Manager, his experiences included database development at the AF Electronic Warfare Center, operational testing of computer and electronic systems for the AF Operational Test and Evaluation Center, operational exercises for the White House Military Office, modeling and simulation for the Assistant Secretary of the Air Force (Acquisition), and military satellite communications terminal program management at the AF Electronic Systems Center. Kyle holds a Master of Science degree in Operations Research from Stanford University and a Bachelor of Science degree in Mathematical Sciences from Clemson University. His other certifications include Project Management Professional (PMP) Certification and Information Technology Infrastructure Library (ITIL) Foundation Certification.
